自本（2026）年 9 月 1 日（上午 10 時）起正式實施「亞太經濟合作商務旅行卡（ABTC）」線上填表措施。
- 自本年 9 月 1 日起開放申請人得於線上填寫 ABTC 申請表，或暫以現行紙本填寫申請表擇一後送件。自本年 10 月 1 日起將全面改為線上填寫 ABTC 申請表並列印後併同其他附件送件。
- 線上填寫 ABTC 申請表—申請人先至本部領務局資訊網「簽證」項下「亞太經濟合作商務旅行卡」網頁之「亞太經濟合作（APEC） 商務旅行卡（ABTC線上填表系統」填寫申請表並上傳資料後列印申請表，連同相關文件臨櫃送件及繳費。
- 注意事項—
- 申請人必須填具個人電郵信箱，系統將產生確認驗證碼，始得進行後續填寫作業。
- 新/重新申請或換/補發 ABTC 者，均須於線上填寫並上傳照片後列印申請表。因申請人照片及簽名將置列於 ABTC 上，請務必上傳最近 6 個月內拍攝之正面、白色背景兩吋彩色證件照；至簽名部分將由領務局協助掃描。
- 目前 ABTC 申請人取得領務局提供之「申請編號」（APPLICATION NUMBER）後，可自行至 ABTC 系統查詢申請案進度。(線上填表系統實施後，該局將以電郵寄送機制發送「申請編號」及「領件時間」通知申請人及其代理人，以節省民眾查詢時間)
- 檢附 ABTC 線上填表之流程圖（💾附件 1）及 ABTC 線上填表完成後匯出之申請表樣本各乙份（💾附件 2）。
The online application form for the APEC Business Travel Card (ABTC)will officially be effective from 10:00 AM on September 1, 2026.
- Implementation Schedule: Starting September 1, 2026, applicants may choose tocomplete the ABTC application form online or continue using the current paper application form prior to submission. Effective October 1, 2026, paper forms will no longer be accepted; all applicants must fill out the form online, then submit the printed form from the online system along with other required supporting documents.
- Online Application Process: Applicants must first visit the “APEC Business Travel Card” webpage under the “Visas” section on the official website of the Bureau of Consular Affairs (BOCA), Ministry of ForeignAffairs, and access the “APEC Business Travel Card (ABTC) Online Application System.” After filling out the form and uploading the required files online, applicants should print out the completed application form and submit it in person at the counter along with all supporting documents and the fee.
- Important Notes：
- Email Verification: Applicants must provide a valid personal email address to receive a system-generated verification code to proceed with the application.
- Photo & Signature Requirements: Whether applying for a new/renewed card or requesting a replacement/reissuance, applicants must complete the form online, upload a photo, and print out the application form. As the applicant’s photo and signature will appear on the ABTC, applicants must upload a color passportphoto (2-inch, full-face, white background) taken within 6 months. BOCA will then assist in scanning the applicant’s signature.
- Application Tracking: Currently, applicants who have received an “APPLICATION NUMBER” from BOCA can check their application status on the ABTC system. Once the online application form system is implemented, BOCA will automatically email the “APPLICATION NUMBER” and “Collection Notice” to applicants and their designated agents, saving time on manual inquiries.
